No. You cannot marry anyone that has at any point in your life been a parent, grandparent, aunt, uncle, niece, nephew, child, or grandchild to you, either by consanguinity (blood relation - which includes half-relations) or affinity (relation by marriage - so that includes step-relations).

i would say it depends if its a legal adoption or if he just called her that because he was married to her mom.

if its not legal id say yes he can marry her.
